How can I get rid of dark blemishes around my mouth?

When I was younger, out of curiosity and stupidity, I shaved my upper lip. Ever since then I have dark skin around my mouth. I am currently using a face cream that fades blemishes but don't know if that will do the trick. I don't put much make up on it because it makes it look darker. I notice though that when I get my lip waxed it seems to be lighter. I wash my face with Apricot Scub almost eveyday. Help!?!?!?!?
