Can you really guess a woman's age by looking at her neck?

I know that sometimes you can tell that a woman has had work done, because she'll have a very taut face and a wrinkled neck. However, I once worked with a woman who claimed that you could sort of tell a woman's age by observing the number of rings on her neck. Is this really true? I'm 33 and I try to keep my skin as young-looking as possible by exfoliating with an apricot scrub every day, and I could swear that the skin on my neck looks younger! Is it possible to stave off the effects of aging on the neck?
